    requires an audit each year from each district and each school on
    the total number of minutes students are in class. Foggy days, snow
    days, school holidays, short days, class passing times, lunch
    times, recess or breaks minutes are all included in the report.
    Schools will sometimes blend minutes to squeeze more out of the
    school day in classroom room time. My school would combine the
    morning break and passing time to squeeze more minutes in the
    classroom on a foggy day schedule. The regular day break was 15
    minutes, but on a foggy day it was 10 minutes with 5 minutes of
    passing time part of the 10, so in reality the break was 5 minutes.
    Schools like to “bank” minutes and have the state see them having
    more classroom minutes.
